ABOUT THE ANTI-RAGGING & DISCIPLINE COMMITTEE

The Anti-Ragging & Discipline Committee of Teachers Training College (B.Ed.), Aalo is a statutory and regulatory body constituted in adherence to the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, as adopted by Rajiv Gandhi University (RGU), Doimukh, and the directives of ERC-NCTE, New Delhi. The Committee functions as a quasi-judicial and administrative authority tasked with maintaining discipline, moral decorum, and a psychologically safe learning environment across campus and hostel premises.

Its primary responsibility is to prevent, prohibit, and eliminate all forms of ragging, intimidation, harassment, or behavioural misconduct. It conducts surveillance, periodic sensitization programmes, and orientation seminars on human rights, professional ethics, and anti-ragging laws as mandated by the affiliating and regulatory bodies.

The Committee functions under the Principal, receiving, investigating, and adjudicating complaints with fairness and due process. It collaborates with law enforcement, the Grievance Redressal Cell, and IQAC for coordinated monitoring. It maintains records and submits annual reports to the Principal and Governing Body for evaluation.

OBJECTIVES OF THE ANTI-RAGGING & DISCIPLINE COMMITTEE
  1. To uphold a zero-tolerance policy towards ragging and indiscipline as per UGC Regulations 2009 and RGU guidelines.
  2. To safeguard students’ psychological, physical, and moral integrity through preventive mechanisms and corrective action.
  3. To establish a surveillance system to detect, deter, and document incidents of ragging or misconduct.
  4. To conduct awareness programmes on anti-ragging laws, student rights, and discipline.
  5. To ensure impartial and confidential complaint redressal following natural justice.
  6. To promote ethical conduct, decorum, and responsible behaviour among trainees.
  7. To collaborate with police, grievance cells, and IQAC for coordinated regulatory compliance.
  8. To maintain detailed records and submit annual compliance reports to competent authorities.
FUNCTIONS OF THE ANTI-RAGGING & DISCIPLINE COMMITTEE
  1. To enforce UGC Anti-Ragging Regulations 2009, RGU Statutes, and NCTE guidelines.
  2. To supervise student behaviour through surveillance and feedback systems.
  3. To receive and adjudicate complaints based on fair and transparent procedures.
  4. To conduct meetings for evidence review and recommendation of disciplinary action.
  5. To organise sensitization programmes on ethics, conduct, and student responsibilities.
  6. To coordinate with law enforcement, wardens, and counsellors for preventive action.
  7. To maintain records, minutes, and archives for audits and accreditation.
  8. To submit compliance reports to the Principal, IQAC, and Governing Body.
